Time magazine on Wednesday named German Chancellor Angela Merkel as its person of the year for 2015, hailing her leadership during debt and refugee crises that threatened to tear the European Union apart. In power for a decade at the helm of Europes biggest economy, the worlds most powerful woman beat runners-up, the leader of the Islamic State extremist group and Donald Trump as Times dominant personality of the year. For asking more of her country than most politicians would dare, for standing firm against tyranny as well as expedience and for providing steadfast moral leadership in a world where it is in short supply, Angela Merkel is Times Person of the Year,; wrote editor Nancy Gibbs.《时代》主编南帷吉布斯评价称:“因为她比大多数政客更加勇于对她的国家提出要求;因为她对抗暴政与私利的坚定立场;因为她表现出的坚定的道德领导力,这正是这个世界所缺乏的;安格拉·默克尔因此当015年《时代》年度人物。”The person of the year accolade acknowledges what the magazine considers to be the worlds biggest newsmaker, or influential mover. Time magazine lauded Merkel as the indispensable player in managing the prospect of Greek bankruptcy, and the migrant and refugee crisis.《时代》杂志称赞默克尔在希腊危机和难民危机中扮演了“不可或缺”的角色。Since the tradition began in 1927, Merkel is only the fourth woman to win. Last year, healthcare workers treating the Ebola epidemic were honored. In 2013, it was Pope Francis. US President Barack Obama has won twice.927年开始评选以来,默克尔是第四位登顶的女性。 Abu Bakr al-Baghdadi, leader of the IS extremist group, US Republican presidential candidate Trump, Americas Black Lives Matter activists and Iranian President Hassan Rouhani were named by Time as runners up.“伊斯兰IS)”极端组织头目巴格达迪、美国共和党总统候选人特朗普、美国黑人权利运动活动家们以及伊朗总统鲁哈尼也在今年的《时代》人物决选名单中。来 /201512/415066The Soviet Union’s sunset years hardly felt like an innocent age to those who lived through them, but to recall the hopes and aspirations of that era is to rue the naiveties of those days. “A common European housewas how President Mikhail Gorbachev pictured the continent’s future; “a Europe whole and free in the words of George HW Bush, his American counterpart. But, as the tussle over Ukraine has shown, Russia and the west are rivals once again. The ceasefire signed on September 5 gives both sides a chance to overcome their own illusions. They should take it, lest the conflict become a direct military confrontation. Western leaders seem to believe their own propaganda. A failed Ukraine, they suggest, could be cradled into western Europe and become democratic and prosperous and maybe it could, if they waited 20 years and could count on energetic support from Russia. But Moscow, they are convinced, is hell-bent on grabbing land, a hunger from which it can be distracted only through the infliction of pain. Hence the sanctions, the war of disinformation and the reinvigoration of Nato as a military force. It is a strategy that rests on misunderstanding and miscalculation. The misunderstanding is that this is, at root, a stand-off over Ukraine. To Russians, it is something far more important: a struggle to stop others expanding their sphere of control into territories they believe are vital to Russia’s survival. It is a miscalculation because Russia is far stronger, and the west far weaker, than many imagine. The west that Russia now faces is not the self-confident alliance that proclaimed itself victor of the cold war. It is a directionless gaggle, beset with economic insecurities and losing sight of its moral convictions. America and its allies once held the future in their hands, but at the beginning of this Asian century they have let it slip through their fingers. Their crowning accomplishment was globalisation and they are destroying it, with economic sanctions they incoherently describe as instruments of self-defence. These sanctions will hurt ordinary Russians, but they are helping to rouse our country from its slumber. True, Russia is smaller than the Soviet Union was, and a romantic belief in the free market has led it to take some wrong turns. The country’s elite, enjoying the consumerist pleasures afforded by new wealth, had long been at rest. But President Vladimir Putin harbours no illusions about the west. Russian citizens, unlike the disillusioned Soviets who were never far from hunger, know what they are y to struggle for. Our country is finding its place. Compare the Soviet armed forces, lumbering and expensive, with the nimble military of Russia today. A small minority of my compatriots oppose Moscow’s hard line. Twenty years ago it was the reverse: a minority opposed rapprochement with the west. But that was before the west rediscovered the politics of Versailles and decided Russia had to be stopped at all costs. With encouragement, these foreign powers imagined, the new bourgeoisie would revolt against Mr Putin. Instead, they are rallying around him. State propaganda plays a role, but Russians have access to western media via the internet and the more of it they see the more they unite around the Kremlin. This is no time for denial: westerners need to understand how their governments made a potential foe out of what was once an aspiring ally. Russia will not yield. This has become a matter of our nation’s life and death. A lasting peace in Europe is a noble aim. It can be achieved only through mutual respect and an accommodation of legitimate interests. Even for a europhile such as me, it will be hard to argue for political union with a Europe that is abandoning, one hopes temporarily, Christianity and traditional norms. But our goal must be to create a common space in which people, capital and energy can move freely between Europe, with its old ties to the US, and a Russia that is embracing Asia. Meanwhile, we must avoid visiting the horrors of war on the people of Ukraine. If we fail to do that, we will have abandoned another European value: reason. 来 /201409/331615In the sparring between China and the US over leadership in Asia, Beijing recently landed a tidy, if almost accidental, punch. Washington’s attempt to lead a boycott of the China-led Asian Infrastructure Investment Bank ended in farce after Britain broke ranks and other nations from Germany to South Korea fell over themselves to join. If round one was a defeat for America, round two hangs in the balance. Washington is trying to convince 11 Pacific nations to join a “next generationtrade agreement called the Trans-Pacific Partnership. Billed as the most important trade initiative since the collapse of the 2001 launch of the World Trade Organisation’s Doha round, it would bind two of the biggest economies the US and Japan into a bloc covering 40 per cent of global output. Supporters say it would also reaffirm US commitment to the region at a time when China’s economic pull is growing. The stakes are high. If the TPP disappoints or worse still, if it is not concluded at all it will be another embarrassing setback for US regional diplomacy. The omens are mixed at best.TPP对美国事关重大。 The TPP excludes China. That is quite an omission. It is also precisely the point. The region’s most important trading nation has not been invited to join on the grounds that its economy is too centrally planned and too rigged to be part of such a highfalutin arrangement. Yet in a peculiar display of diplomatic contortion, Vietnam a country whose economy is as centrally planned and as rigged as the best of them is somehow considered fit for entry.TPP排除了中囀? The exclusion of China serves twin objectives. Neither bears close scrutiny. The TPP is a “trade pivotto Asia; the commercial equivalent of Washington’s commitment to remain militarily engaged in the region. Yet it is just as likely to annoy allies as reassure them. Almost all have expressed concern that some provisions intrude into their internal affairs. That is, indeed, the point of the TPP, which goes beyond tariff reduction to deal with “behind the borderissues thought to impede trade and investment. These include tendering processes, financial regulations, data protection rules and intellectual property laws. Opponents from Australia to Japan see it not as an act of US benevolence but rather as a charter for meddling in everything from pharmaceutical pricing to cigarette advertising. The other reason for shutting out China is also questionable. The hope is that Beijing, slighted by its exclusion, may be goaded into reforming its economy so it can join at a later stage. Some in Beijing would indeed like to call Washington’s bluff by seeking TPP membership. At least theoretically, China is aly moving in a direction that might be conducive to that aim by allowing a greater role for market forces. Yet it is folly to imagine it will be induced to move more quickly to obtain membership of a club to which it has only the most grudging of invitations. More, Beijing is supporting alternative regional trade initiatives, including the Regional Comprehensive Economic Partnership. Pointedly, that is a club to which the US is not invited. There is a further hitch. If the TPP is seen in much of Asia as designed for the benefit of US corporations, in the US itself it is regarded with equal suspicion. Most members of President Barack Obama’s Democratic party are wary of trade deals, which they blame for hollowing out manufacturing jobs and suppressing middle-class wages. Consumer groups say the TPP will expose Americans to all sorts of evils from dodgy Vietnamese seafood to slack financial regulation. The TPP is nonetheless regarded as one of Mr Obama’s best shots at a foreign policy legacy. If so, he could have sold it better to his own party. He remains uncomfortably reliant on the Republican majority in Congress to grant him the fast-track authority he needs to push it over the line. While most Republicans support a deal in the name of free trade, some on the Tea Party end of the spectrum are opposed. Others may deny Mr Obama the authority he needs out of spite. Ian Bremmer, president of the Eurasia Group consultancy, says the vote on trade promotion authority will be “razor thin though he believes ultimately Mr Obama will prevail. Even if TPP is finally concluded, the chances are it will be too watered down to satisfy trade purists and too intrusive to please Washington’s Pacific partners. For Beijing, fresh from its triumph over the infrastructure bank, the whole spectacle must be quite amusing.

Germans think any plan that is put on paper should be executed which is why the country’s approach to government strategy has been a strong preference for not writing things down at all. So a report published yesterday in which the German foreign ministry reviews its own guiding principles represents a break with usual practice. It is as though, while hurtling towards a tornado, the pilot and crew of an airliner decided to rewrite their operating manual, publish it and invite comments from peers. Germany has become the pivotal power of Europe, with Berlin as the EU’s crisis management centre. It was not planned this way. When Chancellor Angela Merkel’s grand coalition took office in December 2013, Europe’s sovereign debt crisis was in abeyance and Ukraine was an obscure, faraway land. These days Berlin is often harangued for not doing enough to counter the problems of the day: the eurozone’s stagnant economy; Britain’s drift away from continental europe; the adventures of President Vladimir Putin’s Russia. The recent turbulence had barely begun when Frank-Walter Steinmeier, the foreign minister, set in motion a year-long process designed to be a model of transparency, deference to outside opinion and democratic inclusiveness. ATLANTA President Obama on Tuesday challenged world powers to accelerate the global response to the Ebola outbreak that is ravaging West Africa, warning that unless health care workers, medical equipment and treatment centers were swiftly deployed, the disease could take hundreds of thousands of lives. “This epidemic is going to get worse before it gets better,Mr. Obama said here at the Centers for Disease Control and Prevention, where he met with doctors who had just returned from West Africa. But “right now, the world still has the opportunity to save lives,he said.“这场疫情将在它开始好转之前变得更糟,”奥巴马在美国疾病控制与预防中心说。 The president will go beyond the 25-bed portable hospital that Pentagon officials said they would establish in Liberia, one of the three West African countries ravaged by the disease, administration officials said. Mr. Obama will offer help to President Ellen Johnson Sirleaf of Liberia in the construction of as many as 17 Ebola treatment centers in the region, with about 1,700 treatment beds. Senior administration officials said Monday night that the Department of Defense would open a joint command operation in Monrovia, Liberia, to coordinate the international effort to combat the disease. The military will also provide engineers to help construct the additional treatment facilities and will send enough people to train up to 500 health care workers a week to deal with the crisis. Officials said the military expected to send as many as 3,000 people to Africa to take charge of responding to the Ebola outbreak. “We all recognize that this is such an extraordinary, serious epidemic,a senior official told reporters, speaking on condition of anonymity ahead of Mr. Obama’s public remarks on Tuesday. The efforts should turn the tide from a high-transmission epidemic that continues to grow every day, other officials said.“我们都意识到疫情异乎寻常地严重,”一位高级官员对记者说,他要求不具名,因为这是在奥巴马周二发表公开讲话之前。 The White House plan would increase the number of doctors and other health care workers being sent to West Africa from the Centers for Disease Control and Prevention and other American agencies, officials said. The American government will also provide 400,000 Ebola home health and treatment kits to Liberia, as well as tens of thousands of kits intended to test whether people have the disease. The Pentagon will provide some logistical equipment for health workers going to West Africa and what administration officials described as “command and controlorganizational assistance on how to coordinate the overall relief work. The Army Corps of Engineers is expected to be part of the Defense Department effort. Administration officials did not say how soon the 17 treatment centers would be built in Liberia; officials there, as well as international aid officials, have said that 1,000 beds are needed in Liberia in the next week alone to contain a disease that has been sping exponentially. Dr. William Schaffner, an infectious disease and public health expert at Vanderbilt University, praised the plan, calling it a “major commitment, and said it was more extensive than he had expected. “It seems coordinated and coherent,Dr. Schaffner said. He added that “the real corewas the Defense Department’s logistical support “because the heart of any kind of epidemic containment concept is getting the goods to the right place, putting up the institution.” Michael T. Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, said the plan was an important first step, “but it is clearly not enough. The focus on Liberia, he said, is too limited, and more help should be extended to Sierra Leone and Guinea, the other countries at the center of the worst Ebola outbreak ever recorded. “We should see all of West Africa now as one big outbreak,Dr. Osterholm said. “It’s very clear we have to deal with all the areas with Ebola. If the U.S. is not able or not going to do it, that’s all the more reason to say the rest of the world has to do it.” Dr. Jack Chow, a professor of global health at Carnegie Mellon University, also warned that “the virus does not recognize national borders and will continue to sp where health care is inadequate.” Top White House aides on Monday rejected criticism from African officials, doctors and representatives from aid groups who said the ed States had been slow to act in the face of the disease. Josh Earnest, the White House press secretary, said the government, including the C.D.C., had committed more than 0 million since the outbreak started in the early spring. “The C.D.C. has responded commensurate to the seriousnessof the crisis, Mr. Earnest told reporters ahead of a trip Mr. Obama has planned to the agency’s headquarters in Atlanta on Tuesday afternoon. Mr. Earnest called the response “among the largest deployments of C.D.C. personnel ever.”“疾病预防与控制中心的响应与危机的严重性相称,”欧内斯特在奥巴马计划在周二前往该机构设在亚特兰大的总部之前,对记者说。 Senior administration officials conceded that the effort must expand further as the outbreak threatens to sp in Africa and, potentially, beyond the continent. Officials said medical experts in the government were genuinely worried about the possibility of a mutation that could turn the virus into a more contagious sickness that could threaten the ed States. The World Health Organization has issued a dire Ebola warning for Liberia, saying that the number of afflicted patients was increasing exponentially and that all new treatment facilities were overwhelmed, “pointing to a large but previously invisible caseload. The description of the crisis in Liberia suggested an even more chaotic situation there than had been thought. Ms. Johnson Sirleaf, who has implored Mr. Obama to do more to help her country battle the disease, traveled over the weekend through Monrovia, the Liberian capital, with the ed States ambassador, Deborah R. The kits will include protective gear for family members, gloves and masks, disinfectants, and fever-reducing drugs. That is worrisome, Dr. Osterholm said, because it is difficult to care for Ebola patients without becoming infected, and there is no proof that the kits will work. “We are going to endanger family members more by providing the kits,he said. Fourteen people have been rescued, with 19 others confirmed dead and more than 400 still missing after a passenger ship carrying 458 people capsized in Chinas Yangtze River. A total of 1,982 rescue workers at the scene are divided into three groups, respectively in charge of cutting the hull bottom above water, searching in the river bottom and along the Yangtze River. A variety of 109 crafts were put into rescue efforts and a salvage ship with an elevating capacity of 500 tons is y for the rescue.已投入各类船09艘,起吊能力00吨的打捞船已做好打捞准备 /201506/378639The European institutions overseeing Greece’s bailout have expressed “serious concernsover the sustainability of the country’s debt, bringing them into line with the more pessimistic assessment of the International Monetary Fund. The European Commission and the European Central Bank argue in a new analysis that debt relief measures, including extending repayment periods, would allow Athens to achieve debt sustainability, a solution advocated by the IMF. They say such moves would avoid the need for a full-scale haircut. The conclusion provides a boost to Greek prime minister Alexis Tsipras on the day he seeks to push a highly contentious reform and austerity programme through parliament as part of a new 85bn rescue programme agreed in outline on Tuesday. It will heap pressure on Berlin to back substantial debt relief for Athens when Greece’s creditors discuss the issue in the autumn. But the study could also exacerbate German concerns about ploughing ahead with a new bailout, given the scepticism in chancellor Angela Merkel’s ruling conservative CDU/CSU bloc about Greece’s ability to deliver on reform promises and create the conditions for economic recovery. Germany, together with some other hardline eurozone members, has given Greek calls for debt relief short shrift, saying that any “nominal haircutwould be illegal under the EU treaties. But the analysis by the European institutions suggests that extending maturities coupled with other grace periods would make an outright haircut unnecessary. Without maturity extensions or similar actions there would be “serious concerns regarding the sustainability of Greece’s public debt it says. Eurozone finance ministers are due to debate the outline agreement between Athens and its bailout monitors on the new 85bn rescue today. Germany has said the deal is insufficient and wants more time to work out the details. But Berlin is becoming increasingly isolated in its reluctance to endorse a new rescue as other hardliners gave it their blessing. Alex Stubb, Finland’s finance minister, said he was y to give the go-ahead to a new bailout. “We are turning the page in this crisis. Hopefully we will see Greece back on the path of recovery. The messages we are getting from Athens are probably a bit more committed than in the past.” Although debt relief will not be formally discussed until after the summer, it could still become an issue in today’s talks. Berlin is insisting on the IMF’s full participation in a new bailout of Greece before deciding whether to back the deal. But the IMF whose involvement is also critical for other hardline countries warned last month that it may not be able to take part in a third Greek bailout if the country’s debts were unsustainable.

The global attention paid to Greece is entirely understandable; the prospect of Grexit is an existential problem for the world’s second largest economic bloc. Yet the Greek economy is smaller than Chile’s, which has suffered vividly from more powerful global economic forces: China’s slowdown and Asia’s growing trade surpluses. Indeed, South America is almost a canary in a coal mine when it comes to these themes. Their biggest effect so far has been on commodities. Oil prices, for example, entered a new bear market this week, with Brent crude, the international benchmark, dropping below a barrel. That will hurt oil exporting countries everywhere, from Venezuela to Russia which hosts China, India, Brazil and South Africa at the seventh Brics summit this week. Yet the oil price drop is only part of a broader collapse of commodity prices that has followed the end of the China-led boom. This collapse has knocked the wind out of developed commodity countries, such as Australia, and vast swaths of the emerging world, especially South America. This can be seen in the region’s tumbling growth rates, shrinking imports, widening trade deficits and plummeting government ratings. In Brazil, Dilma Rousseff leads the most unpopular government since the dictatorship era ended in 1986; in Chile, the world’s largest copper producer, President Michelle Bachelet’s ratings have dropped to 27 per cent; in Colombia, where President Juan Manuel Santos is struggling to make a peace deal with Marxist guerrillas, his approval ratings are 28 per cent. It is a similar story across the region. Everywhere, leadersrising unpopularity makes it harder for them to steer their countries through leaner times. Still, what hurts one part of the world can help another. In Europe, for example, lower commodity prices have helped offset the depressing effects of Greece. Cheaper oil, metal and agricultural goods have kept inflation down and provided a fillip for consumers. They have also helped counteract the Asian slowdown, which has sapped the export vigour of Europe’s capital goods. Sweden, with an industrial sector highly geared to Asia, has suffered deteriorating trade balances since Chinese growth peaked five years ago. Germany still shows some export growth. But the performance looks weak given the euro has dropped 10 per cent in the past year. Anecdotally, German shipments of capital goods to China are falling, even as Beijing continues to develop China’s capital goods sector, especially robotics. US exports also dropped in May, led by weaker capital goods and exports to China. The reason for such weakening trade, be that of South American commodities or developed economy capital goods is the cutback in Asian investment. Its dramatic effect can be seen in May’s 17 per cent slump in Chinese imports, and the continuing rise of Asia’s trade surplus. Summed over 12 months, this surplus reached some 0bn in April, according to Andrew Hunt Economics, a consultancy, twice as big as Greece’s economy. Unfortunately, because it is due to less imports rather than more exports, it is also the “wrongkind of surplus. Forecasting models suggest a budding recovery may be taking hold in the US, Japan and even China, despite the crumpling Shanghai stock market. Nevertheless, the shrinkage of Asian imports remains a powerful deflator on the world economy. Because of the commodity price collapse, South America has so far suffered the most, even as the cheaper commodities prices have helped others. Europe’s economies may well be threatened by more than events just in Athens. Another suspect from Chinas ;100 most wanted economic fugitives; list was repatriated on Monday, the Peoples Procuratorate of Beijing announced. Sun Xin, 46, and a former cashier of the Beijing municipal bureau of press, is suspected of embezzlement while at the bureau.46岁的孙新是原北京市新闻出版局出纳,经查,孙新在担任单位出纳期间,涉嫌挪用公款。He allegedly transferred money to his own company and used some of it to play the futures and stock market. He fled to Southeast Asia in Oct 2008.20080月,孙新潜逃至东南亚地区。The municipal police learned that Sun was hiding in Cambodia in May and worked with the Cambodia public security department to locate Sun.
