On Thursday, I received the preliminary findings of the reviews that I ordered into our terrorist watchlist system and air travel screening. I've directed my counterterrorism and homeland security advisor at the White House, John Brennan, to lead these reviews going forward and to present the final results and recommendations to me in the days to come.As I said this week, I will do everything in my power to make sure our hard-working men and women in our intelligence, law enforcement and homeland security communities have the tools and resources they need to keep America safe. This includes making sure these communities-and the people in them-are coordinating effectively and are held accountable at every level. And as President, that is what I will do.Meanwhile, the investigation into the Christmas Day incident continues, and we're learning more about the suspect. We know that he traveled to Yemen, a country grappling with crushing poverty and deadly insurgencies. It appears that he joined an affiliate of al Qaeda, and that this group-al Qaeda in the Arabian Peninsula-trained him, equipped him with those explosives and directed him to attack that plane headed for America.This is not the first time this group has targeted us. In recent years, they have bombed Yemeni government facilities and Western hotels, restaurants and embassies-including our embassy in 2008, killing one American. So, as President, I've made it a priority to strengthen our partnership with the Yemeni government-training and equipping their security forces, sharing intelligence and working with them to strike al Qaeda terrorists.And even before Christmas Day, we had seen the results. Training camps have been struck; leaders eliminated; plots disrupted. And all those involved in the attempted act of terrorism on Christmas must know-you too will be held to account. But these efforts are only part of a wider cause. It's been nearly a year since I stood on the steps of the U.S. Capitol and took the oath of office as your President. And with that oath came the solemn responsibility that I carry with me every moment of every day-the responsibility to protect the safety and security of the American people.On that day I also made it very clear-our nation is at war against a far-reaching network of violence and hatred, and that we will do whatever it takes to defeat them and defend our country, even as we uphold the values that have always distinguished America among nations.And make no mistake, that's exactly what we've been doing. It's why I refocused the fight-bringing to a responsible end the war in Iraq, which had nothing to do with the 9/11 attacks, and dramatically increasing our resources in the region where al Qaeda is actually based, in Afghanistan and Pakistan. It's why I've set a clear and achievable mission-to disrupt, dismantle and defeat al Qaeda and its extremist allies and prevent their return to either country.And it's why we've forged new partnerships, as in Yemen, and put unrelenting pressure on these extremists wherever they plot and train-from East Africa to Southeast Asia, from Europe to the Persian Gulf. And though often out of sight, our progress has been unmistakable. Along with our partners, we've disrupted terrorist financing, cut off recruiting chains, inflicted major losses on al Qaeda's leadership, thwarted plots here in the ed States, and saved countless American lives.Yet as the Christmas Day attempt illustrates, and as we were reminded this week by the sacrifices of more brave Americans in Afghanistan-including those seven dedicated men and women of the CIA-the hard work of protecting our nation is never done. So as our reviews continue, let us ask the questions that need to be asked. Let us make the changes that need to be made. Let us debate the best way to protect the country we all love. That is the right and responsibility of every American and every elected official.But as we go forward, let us remember this-our adversaries are those who would attack our country, not our fellow Americans, not each other. Let's never forget what has always carried us through times of trial, including those attacks eight Septembers ago.Instead of giving in to fear and cynicism, let's renew that timeless American spirit of resolve and confidence and optimism. Instead of succumbing to partisanship and division, let's summon the unity that this moment demands. Let's work together, with a seriousness of purpose, to do what must be done to keep our country safe. What we've tried to do whenever we are in a setting like this is to talk about the things that folks are going through day to day -- because, look, I'll be honest with you, sometimes when you're in Washington you get caught up with the particular legislative battles or the media spin on certain issues, and sometimes you lose touch in terms of what folks are talking about around the kitchen table.One of the ways that I stay in touch is through events like this, as well as ing letters from constituents and voters all across the country every night. And obviously what’s on a lot of people’s minds right now is the economy. We went through the worst recession that we've had since the Great Depression. And when I was sworn in about 18 months ago, we had aly lost several million jobs and we were about to lose several million more. We lost 800,000 jobs the month I was sworn in. And so we had to act fast and take some emergency steps to prevent the economy from going back into what could have been a Great Depression. And we were successful in doing so. We stabilized the economy; we stabilized the financial system. We didn’t have a complete meltdown. And whereas we were losing jobs in the private sector when I was first sworn in, we're now gaining jobs, and we've gained jobs seven consecutive months in the private sector. The economy was shrinking about 6 percent; the economy is now growing. So we've made progress. But let’s face it, the progress hasn’t been fast enough. And Joe, Rhonda and I were just talking about the challenges that they’ve had to go through when Rhonda got laid off -- and, by the way, also lost her health insurance in the process, at a time when her son was going through some significant medical needs. So, in addition to trying to stop the crisis, what we also wanted to do was make sure that we were helping people get back on their feet. So something that I'm very pleased with is that Rhonda was able to use the provisions that we passed to help her get COBRA so that she had health insurance, could keep her health insurance, at a time when the family was very much in need. After the meeting, the President spoke about the investments and hard choices his budget makes. Even if these were the best of times, budget reform would be long overdue in Washington. And we have here some folks who have been working on these issues for a long time.But these are far from the best of times. By any measure, my administration inherited a fiscal disaster. When we walked in the door we found a budget deficit of .3 trillion, the largest in American history. And this fiscal burden has been compounded by the most severe economic crisis since the Great Depression. It's a crisis that requires us to take swift and aggressive action to put Americans back to work, and to make the long-delayed investments in energy, health care and education, that can build a new foundation for growth.As we get our economy moving we must also turn the tide on an era of fiscal irresponsibility so that we can sustain our recovery, enhance accountability and avoid leaving our children a mountain of debt. And that's why even as we make the necessary investments to put our economy back on track, we're proposing significant changes that will help bring the yawning deficits we inherited under control. We are cutting what we don't need to make room for what we do.The budget plan I outlined next week includes trillion in deficit reduction. It reduces discretionary spending for non-defense programs as a share of the economy that -- by more than 10 percent over the next decade, to the lowest level in nearly half a century. I want to repeat that. I want to make sure everybody catches this, because I think sometimes the chatter on the cable stations hasn't been clear about this. In others, contractors actually oversee other contractors. We are spending money on things that we don't need, and we're paying more than we need to pay. And that's completely unacceptable.This problem cuts across the government, but I want to focus on one particular example, and that is the situation in defense contracting. Now, I want to be clear, as Commander-in-Chief, I will do whatever it takes to defend the American people, which is why we've increased funding for the best military in the history of the world. We'll make new investments in 21st century capabilities to meet new strategic challenges. And we will always give our men and women the -- in uniform, the equipment and the support that they need to get the job done.But I reject the false choice between securing this nation and wasting billions of taxpayer dollars. And in this time of great challenges, I recognize the real choice between investments that are designed to keep the American people safe and those that are designed to make a defense contractor rich.Last year, the Government Accountability Office, GAO, looked into 95 major defense projects and found cost overruns that totaled 5 billion. Let me repeat: That's 5 billion in wasteful spending. And this wasteful spending has many sources. It comes from investments and unproven technologies. It comes from a lack of oversight. It comes from influence peddling and indefensible no-bid contracts that have cost American taxpayers billions of dollars.In Iraq, too much money has been paid out for services that were never performed, buildings that were never completed, companies that skimmed off the top. The price for this freedom at times has been high, but we have never been unwilling to pay that price. It is no coincidence that our present troubles parallel and are proportionate to the intervention and intrusion in our lives that result from unnecessary and excessive growth of Government. It is time for us to realize that we are too great a nation to limit ourselves to small dreams. We're not, as some would have us believe, doomed to an inevitable decline. I do not believe in a fate that will fall on us no matter what we do. I do believe in a fate that will fall on us if we do nothing. So with all the creative energy at our command, let us begin an era of national renewal. Let us renew our determination, our courage, and our strength. And let us renew our faith and our hope.
