Japan has protested bitterly after Russia’s prime minister visited a disputed island in a row that threatens improved relations between the two countries. Dmitry Medvedev visited the island of Iturup, known as Etorofu in Japan, and declared the Kuril islands were part of Russia. “This is how it is and how it will be,said Mr Medvedev on Saturday. The island is one of four disputed since the end of the second world war. Japan summoned the Russian ambassador for a dressing down, telling him the visit was “extremely regrettableand “injured the feelings of the Japanese people while the foreign minister will delay a planned visit to Moscow. The tension reduces the chances of a summit this year between Shinzo Abe, Japan’s prime minister, and President Vladimir Putin of Russia and hurts a relationship both countries need to offset their frosty dealings with other neighbours. Japan never signed a peace treaty with the Soviet Union after the war because of Moscow’s claim to the four southernmost islands of the Kuril chain, which Tokyo calls the Northern Territories. Covering about 5,000 square kilometres, the islands offer rich fishing and have a Russian population of thousands. The previous Japanese population was expelled after the war. Settling the Northern Territories dispute is one of Mr Abe’s most personal diplomatic goals. His father, Shintaro Abe, tried and failed as foreign minister in negotiations with Mikhail Gorbachev in the 1980s. The younger Mr Abe was at his side as a secretary. “It’s kind of a family business, said Nobuo Shimotomai, an authority on Russia at Hosei University in Tokyo. “Mr Abe wants to solve the issue himself with President Putin.”“这有点像是家族事业,”东京日本法政大Hosei University)俄罗斯问题权威专家下斗米伸夫(Nobuo Shimotomai)表示,“安倍想由他本人来与普京总统解决这个问题。”People close to Mr Abe say he has good personal chemistry with the Russian leader but many experts doubt whether Mr Putin will ever relinquish territory gained at great cost, and think he is playing “good cop, bad copwith Mr Medvedev. Shigeki Hakamada, a professor at the University of Niigata, believes Japan suffers from a degree of “Putin illusionin its fond hopes that the judo-loving Russian president who unlike Mr Medvedev has never visited the Kurils is y for a deal. In 2012, Mr Putin used the judo term for a “drawin talking about the islands, referring to a 2008 settlement in which Russia and China agreed to split disputed Bolshoi Ussuriyskiy island down the middle. But the Russian president is now riding a wave of nationalism after annexing Crimea in 2014.2012年,普京在谈论该群岛时,曾用柔道中表示“平局”的术语,提008年俄罗斯与中国同意平分俄中存在争议的大乌苏里斯基岛(Bolshoi Ussuriyskiy island,中方称黑瞎子岛——译者注)。 That move and Japan’s support for international sanctions on Russia has left a more pragmatic diplomatic calculation for both sides. “The Abe administration has a dilemma. If it doesn’t take a strongly critical stance to violations of sovereignty then it risks its future position with China over the Senkaku Islands, says Mr Hakamada. China claims the Japanese-controlled islands, which it calls the Diaoyu.“安倍当局进退两难。 On the other hand, Mr Abe is determined to make progress on the Northern Territories, and given its difficult relationships with China and South Korea, Japan is reluctant to alienate Russia as well. Russia, meanwhile, is conducting its own diplomatic pivot towards Asia. To avoid that being purely a pivot to China, however, it needs to strengthen relations with other regional players such as Japan although the strength of Japan’s US alliance gives Russia little incentive to make concessions.

Russia has launched large-scale military exercises involving three disputed territories in a move likely to irk its neighbours and heighten concern in Nato about Moscow’s intentions. The defence ministry on Thursday announced a drill including the federal districts of Southern Russia, the Northern Caucasus and the recently-annexed Crimea as well as Russian military bases in Abkhazia, South Ossetia and Armenia. The exercises will run until April 10. This adds to a string of manoeuvres conducted over the past few weeks in Crimea, Armenia, the Russian region of North Ossetia and three other areas in Southern Russia. While the Russian armed forces regularly hold manoeuvres at their bases in Armenia and in the two disputed breakaway regions from Georgia Abkhazia and South Ossetia they have in the past shied away from giving them too high a profile. Foreign military experts in Moscow said the overall level of drill activity since the beginning of the year was comparable to the same period last year. Yet the latest exercises were being viewed as a message. “That every exercise at the moment also carries a signal to the west regarding Russia’s iness goes without saying, said a European military official. In September 2012, when the military conducted an annual exercise covering the Caucasus region, it said bases in Armenia, South Ossetia and Abkhazia were not participating and no foreign nationals were taking part “in order to avoid extra tension in the bilateral relations with several neighbours of the Russian Federation.012月,俄罗斯军方曾在其年度演习中将高加索地区包括在内。 But this time, the tone is set by a hardening stand-off between Russia and Nato over Moscow’s role in the war in eastern Ukraine. 来 /201503/363016When it came time to reward top executives last year, more leading companies handed out performance-based awards instead of time-vesting stock options, according to a new study from human resources consulting firm Mercer. The study, released Monday, shows performance shares were used as CEO rewards by 51% of companies surveyed last year, up from 47% the previous year and 41% in 2011. Meanwhile, the number of companies surveyed by Mercer who rewarded their CEOs with time-vesting restricted stock fell to 22% last year from 23% in 2012. 23%。Overall, the use of option grants fell last year to just 25% from 28% the previous year and 35% in 2011. Those numbers reflect the activities of more than 240 companies from the Samp;P 500. Performance shares are company stock given to managers only if they meet certain company-wide performance targets. Ted Jarvis, Mercer’s global director of data, research and publications, sees the move toward these stock awards is due to a perception that full-value shares are tied more closely to a company’s immediate results. “In practice, performance awards are more closely aligned to explicit financial or operational outcomes than stock options,Jarvis said in a statement. “However, the performance measures and associated goals must reflect the company’s strategic objectives for performance shares to be meaningful incentives.”“事实上相比股票期权,业绩奖励与财务或运营业绩的联系更密切。” Mercer found that the average total compensation for CEOs, which includes short-term and long-term payouts as well as base salary, increased 6.5% last year, to .66 million. Last year’s median compensation is up 8.5% from the .86 million posted in 2011, Mercer said. Mercer also found median compensation to be pretty top-heavy, with CEOs at companies in the top 100 of the Samp;P 500 raking in an average of .4 million last year, 68.5% higher than the .55 median compensation for CEOs in the rest of the Samp;P 500. 68.5%。However, median compensation for CEOs at smaller companies did increase 6.7% last year, while pay for CEOs at the top 100 companies was down slightly, which Mercer says could reflect efforts by the smaller companies to offer compensation packages that are competitive with those offered by their larger peers. Jarvis says that practice, fueled by smaller companies handing out greater annual bonuses and long-term incentives, could have negative results. “If this trend continues, we may witness pay compression as the smaller companies catch up with the big ones,he said.“如果这一趋势延续,当小公司赶上大公司的水平时,CEO整体薪酬可能会被压缩。 /201409/326348

SPOKANE, Wash. When she moved into her uncles basement in the largely white town of Coeur dAlene, Idaho, in 2004, Rachel A. Dolezal was still blond and pale-skinned and identified herself as a white woman one who had left a black husband and had a biracial child. But within a few years, her aly deep commitment to black causes and culture intensified. Co-workers and relatives began hearing talk that her background was mixed-race and even that she had called herself black. Many of them questioned the way she described herself, while others accepted it at face value. No one seems to have made an issue of it, but most people saw in her a force of personality that made her a strong and passionate advocate at the Human Rights Education Institute in Coeur dAlene, where she began working soon afterward. “Its really impressive what she accomplished, bringing a lot of energy to these places, her uncle, Daniel A. Dolezal, recalled in a telephone interview on Tuesday, speaking of the human rights group as well as the NAACP chapter in Spokane, which she later rose to lead. He recalled her journey from being a down-on-her-luck single mother who took part-time teaching jobs, tried to sell her artwork, and worked in the camera store he owns in Coeur dAlene, in a part of the Idaho panhandle that was once the headquarters of Aryan Nations, the white supremacist group.“她的成就令人赞叹,给这些地方带来很多活力,”她的叔叔丹尼尔·A·多尔扎尔(Daniel A. Dolezal)在周二进行的电话采访中回忆到,他说到了上述人权机构和全国有色人种协进NAACP)在斯波坎市的分,多尔扎尔最终成了后者的负责人。 So when Dolezal (pronounced DOLE-uh-zhal) went on national televisionon Tuesdayfor the first time since she became the subject of a raging debate about racial identity and fabrication, it was no surprise that while she cannot claim a hint of black ancestry, she refused to concede that she had misled anyone. “I identify as black, she said with a smile. She would not backpedal, and “I guarantee you she never will, said her uncle, who took her in more than a decade ago as her marriage crumbled. “Thats part of her persona, never backing down always forward, totally sure of herself.” On Tuesday, Matt Lauer ofNs “Todayshowasked her, “When did you start deceiving people? But Dolezal, who stepped downon Mondayas president of the Spokane NAACP chapter, pushed back. “I do take exception to that because its a little more complex than me identifying as black, or answering a question of, `Are you black or white? she said. Over the course of the day, she also described herself as “transracialand said: “Well, I definitely am not white.Nothing about being white describes who I am.”“我反对你这种说法,因为这可比称自己是黑人或回答‘你是黑人还是白人’的问题复杂一些,”多尔扎尔说。 Her story has set off a national debate about the very meaning of racial identity, with some people applauding her message and goals and others deploring her methods and actions. It was one thing for Dolezal to identify with, appreciate and even partake in black culture, some critics said, but it was another thing for her to try to become black, going so far as to change her physical appearance. “It taps into all of these issues around blackface and wearing blackness and that whole cultural legacy, which makes it that much more vile, said Baz Dreisinger, an English professor at John Jay College of Criminal Justice in New York, author of the book “Near Black: White-to-Black Passing in American Culture.” Some people who have known Dolezal only as a black woman said they felt hurt and misled, saying she could have been an equally effective leader at the NAACP without the disguise. “The issue for me has been the deception, the lie, portraying herself as someone she isnt, said Dorothy Webster, a longtime member of the Spokane NAACP and former deputy manager for the city of Spokane. Although her advocacy work has admirers, serious questions have been raised about Dolezals credibility and not just about her race. Her public statements about her family and upbringing have been challenged by relatives, including her parents, creating the odd spectacle of dueling interviews, with her making claims on one network, and them denying them on another. Over the years she has reported numerous complaints with the police of racially motivated harassment and intimidation, though the police have said that none have so far proved credible enough for charges to be brought. She is estranged from her parents, Ruthanne and Lawrence Dolezal, and in Spokane, she has represented a friend, an older African-American man, as her father. When Rachel Dolezal was a teenager, her parents adopted four black children, one of whom now lives with Dolezal and her natural son, whom she had with her former husband, Kevin D. Moore, who is black. (Kevin D. Moore)。She is also estranged from her biological brother, Joshua, who is facing charges in Colorado that, when he was 19 years old, he sexually molested one of his adopted brothers, who was 6 or 7 at the time, in the parents home, which was then in Clear Creek County, Colorado. Ruthanne Dolezal told People magazine that the molestation charges are not true and were initiated by Rachel. Dolezals path to this curious point has been unorthodox, beginning with her childhood in a remote corner of northwestern Montana, in and around the little town of Troy. Earlier this year, she told a news organization at Eastern Washington University, where she taught, that she had been born in a teepee, that her mother and stepfather had beaten her and her siblings, that “they would punish us by skin complexion, and that they lived for a time in South Africa. Family members say none of this is true. All agree that she has no stepfather, that this was one of several attempts she has made to deny the existence of her real father, Lawrence. Her parents moved to South Africa after Rachel was grown and out of the house. As for the abuse allegations, “thats just false, her father said in an interview on Friday. “Thats the most hurtful.” Dolezal said Tuesday on “Todaythat at age 5, “I was drawing self-portraits with the brown crayon instead of the peach crayon, and the black curly hair, you know. Her parents, appearing later on Fox News, denied that. Daniel Dolezal said Tuesday that her recollection of her 5-year-old self did not ring true. “She probably wouldnt have known any black peoplethen, he said. (Efforts by The Times to reach Rachel Dolezal, Ruthanne and Lawrence Dolezal, and Joshua Dolezal on Tuesday were not successful.) Rachel was home-schooled for at least part of the time she was in high school, her uncle said. And when she was between the ages of 15 and 17, her parents adopted four black infants. “She immediately was drawn to them, her father said. “Ever since then shes had a tremendous affinity with African-Americans.”“她立刻就被这些孩子吸引了,”蕾切尔的父亲说。 In the “Todayinterview one Tuesday and one that followed on a sister network, MSN, Dolezal, remarkably composed despite harsh criticism aimed at her, stuck to her insistence that racial heredity does not equal identity, and she would not answer questions about whether she had changed her self-identification to merely gain advantage. Lauer asked if she could have been as successful an activist if she had portrayed herself as white. “I guess I havent had the opportunity to experience that in those shoes, so Im not sure.”“我不知道,”多尔扎尔回答。

The conflict between the Ukrainian government and Russian-backed rebels has brought much bloodshed over the past 18 months. No single event has been as startling as the shooting down one year ago of Malaysia Airlines flight MH17. Some 298 people were killed, two-thirds of them Dutch nationals. Today there has still been little progress bringing the perpetrators of this event to justice. The reasons for the crash are fiercely contested between western governments and the Russian authorities. The west believes that the plane was shot down with a Russian supplied anti-aircraft BUK missile system, controlled either by the rebels or by Russian soldiers. There is considerable evidence pointing to this, based on radio intercepts, photographic and material. But Moscow rejects the claim, arguing that the plane was hit by a missile fired from a Ukrainian fighter jet. The best hope for establishing exactly what did happen lies with two investigations by the Dutch authorities that are yet to conclude. One by the Dutch Safety Board is set to be published in October but is focused solely on establishing the technical cause of the crash and will not ascribe blame. The national prosecutor in the Netherlands is leading a separate international criminal investigation to establish culpability, but there is no indication when it will finally report. No prosecution can begin until there has been an authoritative account of the facts by these inquiries. But Mark Rutte, the Dutch prime minister, has rightly recognised that if justice is to be done, the evidence will ultimately have to be submitted to some kind of judicial authority. He has therefore begun lobbying allies to back the creation of an international tribunal that could one day mount a prosecution. The choice of an international tribunal is a sound one. A similar kind of tribunal has successfully prosecuted war crimes in the former Yugoslavia. But the creation of such a court would need to be authorised by the UN Security Council resolution; and President Vladimir Putin last week told Mr Rutte that setting one up would be “premature and counter productiveindicating that Moscow would almost certainly use its veto to block it. The Netherlands and its allies on the Security Council should press ahead with a vote on the matter all the same. If Moscow were to exercise its veto, it would be seen to be the main obstacle to justice after the mass killing of 298 innocent civilians. That would allow the Netherlands to press for specific economic sanctions beyond those that have aly been imposed by the US and EU after Russia’s annexation of Crimea and activities in eastern Ukraine. Even if the idea is scuppered at the Security Council, the west should also try to pursue the matter by other means. An international tribunal can be set up by a vote at the UN General Assembly as happened with the Khmer Rouge tribunal in Cambodia established in 1997; or the Dutch government and others could take the case to the International Court of Justice, a UN court in The Hague. The ICJ cannot mount a prosecution. But it can order a state to pay damages, as it did when the US agreed to pay 1.8m after shooting down an Iranian airliner over the Persian Gulf in 1988. The pursuit of justice for the victims of MH17 will be long and hard. What is vital is that the international community does not give up on it. In the years ahead, some government will be tempted to negotiate with the Putin regime for economic and political reasons. But there can be no compromise when it comes to such a dful act of mass killing. 来 /201507/387330Aung San Suu Kyi’s hopes of capping a quarter-century journey from political prisoner to president of Myanmar have all but vanished after MPs threw out legislation that would have opened the way for her to stand. Legislators rejected a bill to cut the 75 per cent-plus-one parliamentary supermajority needed for constitutional amendments, a clause that gives the military a veto because it holds a guaranteed quarter of legislative seats. MPs also voted to keep unchanged a nationality law that excludes the opposition chief and Nobel Peace Prize winner from the presidency because her two sons hold British passports. The failure of the parliamentary push by Ms Suu Kyi’s allies this week appears to have closed the last window of opportunity for her to lead the country after landmark elections due this year.
