As Many as 10,000 Dead in Burma Cyclone热带风暴重创缅甸 Burmese state media say it is now believed that as many as 10,000 people are dead and thousands more missing after Tropical Cyclone Nargis ripped through parts of the country, destroying homes, bringing down power lines and knocking out communications. Earlier figures had put the death toll far lower. With some telephone lines working again and the airport at the main city, Rangoon, reopened, reports of death and destruction trickled out of Burma Monday, giving a glimpse of the extent of the enormous devastation the cyclone inflicted on the impoverished country. Among those arriving in Bangkok Monday, on one of the first flights out of Rangoon, was Sweden's former Minister of Democracy and Integration, Jens Orback, who tells VOA the main city is paralyzed. The electricity went out," he said. "The telephones didn't work. The TV, the radio, the cellular telephones, everything was wiped out. When talking to people, they were very upset in the beginning that nobody from the military, from the police, from the fire forces were out on the street. Only private people were there with machetes, actually trying to get rid of the trees. I talked to some civilians on the market and they were a little bit surprised that nobody was doing anything," he added. "Because if there's anything that are very present in Burma otherwise, it's police and military but there were none of them out in the hours after the disaster."Thousands are homeless, and much of the city remains without water or public transportation. The few reports coming in from the countryside suggest the devastation is widesp. Burmese state radio said nearly 3,000 people were missing in one town, Bogalay, in the country's Irawaddy River Delta - an area believed to be especially hard-hit. In a rare gesture, at a meeting with foreign diplomats and representatives of U.N. agencies and international aid organizations, the military government said it welcomed humanitarian assistance . Analysts say the military leadership has in the past refrained from accepting foreign aid for fear of appearing weak. Burmese officials called for aid including roofing materials, medicine, tents, blankets, and water purifying tablets. Thailand, Burma's neighbor and one of its biggest trading partners, announced it would airlift aid on Tuesday. The disaster comes at a sensitive time for Burma's military junta, which is trying to build credibility in the face of international criticism over its violent crackdown last year on Buddhist monks and other mostly peaceful pro-democracy demonstrators. The generals say they plan to go ahead with a constitutional referendum next Saturday. They say the vote is another step in the process of returning Burma to democracy following more than four decades of military rule. Members of the international community, including the ed States, have called the referendum a sham because the drafting of the document excluded the country's main opposition groups. Professor Win Min, an expert on Burmese politics at Chiang Mai University in neighboring Thailand, says the government is taking a risk by pushing ahead with the referendum at a time when people are struggling to survive and recover from the disaster."Now, people may see nothing to lose and people may even get angry that the government is not really caring about them, but just caring about the referendum," he said. "The urgent need for the people is not the referendum, but relief."Adding to public frustration are rising prices of basic goods. Reports from Rangoon said the price of gasoline and some basic food products quadrupled since the cyclone hit. The ed Nations said it was sending a disaster assessment team into the country in an effort to mobilize aid. It is not clear how much access the team will have inside Burma. The Burmese authorities normally enforce tight restrictions on the movements of aid organizations in the country.200805/37703。

Conflicts in Iraq, Afghanistan Drive Up World Refugee Numbers联合国:世界难民人数持续增加 The U.N. refugee agency says the number of people fleeing violence and repression worldwide has risen to 11.4 million, largely due to the conflicts in Iraq and Afghanistan. Launching the report, the U.N. High Commissioner for Refugees, Antonio Guterres, said that for the second year in a row the number of people fleeing their countries and displaced from their homes is on the rise. We have today 11.4 million refugees worldwide, but we have 26 million people displaced within the borders of their own countries," he said. Guterres says conflicts are largely to blame. Refugees from Iraq and Afghanistan alone make up half the world's total. The 11.4 million tally does not include the millions of Palestinians living as refugees in the Middle East and elsewhere in the world. Guterres describes a band of conflict and instability that includes mostly Muslim countries. Now, together with the Palestinians more than half of the group of refugees are concentrated in the same area," he said. "That area starts in Afghanistan, it includes Iraq, Palestine, Sudan, Chad and Somalia. And this is an area of great concern for us all and I can only ask the international community to be more and more involved together, acting together to make sure that these conflicts find an end." While Afghanistan, Iraq and the Darfur region of Sudan are highly publicized hotspots, UNHCR's Guterres says many other refugees are created by lesser known conflicts and hardships - often forgotten by the international community. And looking only at one continent Africa, we have been having since the beginning of the year, with people crossing their borders in big numbers, in thousands we are having new arrivals of Darfurians in Chad and Central African Republic, of Chadians in Cameroon, of Central African Republicans in Chad and in Cameroon, of Eritreans in Sudan and in Ethiopia, of Somalis in Yemen, in Kenya, in Djibouti, we have Kenyans crossing the border into Uganda and we are now witnessing the worsening situation in Zimbabwe," he said. "Now, this demonstrates a trend that represents a multiplication of crises, with more and more people on the move." The U.N. agency says global refugee numbers had fallen for five years before rising again in 2006 and 2007. While conflicts are largely to blame, UNHCR says climate change, the rise in energy and food prices and ensuing poverty are also factors. 200806/42233。

Downing Street will receive a special delivery from postmasters this afternoon, the country's biggest ever petition in modern times. Four million people have backed a campaign, urging the government to save Britain's post offices. More than four thousand post offices have closed since 1999; the rest are losing up to a quarter of a billion pounds a year. Now the National Federation of Sub-Postmasters fears lost income from key services like the planned withdrawal of the Post Office card account in 2010 will threaten the network's future. James Blake reports. The Saint Levan Valley Post Office near Plymouth faces closure. It is one of thousands that are not commercially viable and cost taxpayers over a hundred and fifty million pounds a year in subsidies. And yet the customers here don't care if the post office makes money, they say it's a social lifeline for the community. We've had people moved to tears here at the very thought of losing their post office. And we won't fail to express that to the government, we, it's such a vital part of the community. That's why hundreds of sub-postmasters have descended on London this morning to protest against what they call a death by a thousand cuts. The government has removed so many services from branches that many would be forced to close.Instead of saying we are going to shut everything, to shut things down, and we're going to deprive communities of their post office, we need, we need to do what we are doing, and that's look at innovative new ways of delivering the service, particularly out in the rural network where there are far less people to be able to generate the income for sub-postmasters to run full time offices. This afternoon they'll hand in a petition signed by four million people which they hope would preempt any government announcement on cuts. Now the post office is losing three million pounds a week, and no one I've spoken to here really believes that can go on. This lobby wants reform and modernization, but not the piecemeal destruction of the network they say the government is inflicting on them. And at the top of the list of grievances: the planned withdrawal of the Post Office card account, used by millions to access pensions and benefits. There're many, many people who still want, and who budget on being able to get their money from their pension and other benefits each week in cash at post office, and that is the bottom line, the government has given a commitment in the past that would always be able to happen. They have to be viable .We, what we wanna do is make sure that they can be viable. So in the same way as a pub used to be tied to one brewery, we want to free up, eh, sub-post offices to have lots of products, so they can have a much better income flow, and therefore, stay open. There are fourteen thousand post offices in Britain; only four thousand are commercially viable. Here in Plymouth, as across the country, they are collecting hearts with messages of support. But post offices need more than supporters to keep such a huge network alive. They need customers 200805/39454。

Script:You know, the growth really has come across to all sectors. We have had continued strong growth in the ermerging, new growth markets. So we have had even increasing amount of devices that have been sold in the low end below 50 million, excuse me, below 50 Euro devices. But also we have had a very good uptake of our products in the mid-range and the high end. So the Nokia N95, multi-media computer, we sold over more than 1.5 million of those very high-featured, high-functioned, and quite frankly high-priced devices. Well, that brings me onto, neatly on what I was gonna ask you about next which is what the analysts are very particularly pleased about is the fact that the margins were quite strong, the profit levels were quite good, can that be maintained though?Well, I think it is an interesting quarter to dispel some myths. And in an industry where ASPs are going down, and all the other competitors had declining ASPs, we actually had a slight increase from 89 to 90 Euros. And at the same time we increased market share from 36 to 38 percent, and you saw, you know the profitability, the gross margins were improved for the third straight quarter, operating margin is running between 18 and 21 percent in our devices businesses. So we have proved that you can take market share, you can be profitable if you have the fundamental underpinnings of the brand, the cost structure and a good distribution that we have across a, a broad product portfolio. Well, if it's really overlook of your shoulder you may have noticed that the NO.2 spot is now being held by Samsung rather than Motorola, do you see them as in the long term a more formidable competitor than Motorola. Yeah, we do keep a very close eye on the competitors and we take all of them quite seriously. It remains a very competitive industry and while Motorola is in a, particularly a downcycle, they haven’t gone away, they haven’t exited the industry, they aren’t going to exit the industry. And sooner or later they will be coming back to some degree. Samsung has overtaken them in the No.2 spot in terms of market share. And, you know, they have had a nice refresh of their portfolio, they provide us good continuing competition. But as you have seen, we have kinda widen the gap between, No.1 and No.2. and for us, uh, we think it’s important to maintain that, that allows us some of the reason why we have been able to consistently deliver better profitability than any of our competitors. 200807/44184。

The victims of the Zeebrugge ferry disaster (are) being remembered to the service in Dover. Survivors and relatives of those who died sang hymns and eulogies at the church service. Twenty years ago, 193 people died when the Herald of Free Enterprise turned on its side. The Townsend Thoresen ferry capsized because its bow doors hadn't been closed, allowing water to flood the car deck. John Spots has this.We remember Berry Alan, Ellin Badly, Allen Badly, Richard, Jeffrey Henry, David Harris, Leta Paris, Nichola Pain, Thomas Pitch. The Herald of Free Enterprise left Zeebrugge shortly after 6 in the evening. It was carrying a full load with 459 passengers on board. At 6:28 it began to list, and one minute later, it capsized. The captain of the ferry had crossed the channel some 60,000 times, yet on March 6, 1987, he left the harbor with the bow doors open. The result was catastrophic.I roused by helicopter; we went down in the ship, and it's incredible to see what happened. Er..people are drowning in the ice-cold water. 193 people lost their lives and many of those who made it out of the vessel had suffered greatly. We saw some, well, some terrible injuries that people had got scourged, you know, arms and, er, it was just, just awful.Like many on board, Jackie Wilson had taken advantage of a cheap travel promotion in a newspaper. Yet that night she found herself looking after a boy who'd been separated from his family. We had tried everything to try to find his mother and the rest of his family because he'd got completely split up. And and he stayed overnight. We managed to get him to sleep and the next day, we went down again trying to find his family for him. And then we found his mother, that was, she was in a hospital. And the rest of his family had died.A public enquiry castigated the ferry's owners, part of the PNO Group. Yet no one was convicted by the courts, still the campaign for a new law of corporal manslaughters started here with the Zeebrugge disaster. And 20 years later, a bill is currently under consideration in Parliament. Surprisingly, the Herald's sister ship is still in service. New safety features, however, are plain to see. Progress has been made. Yet, there are those, like the man who coordinated the rescue efforts on that night 20 years ago, who can't forget what happened.Couldn't we save more people? Hardly I don't think so, but you never know, it's still, you know, something which is, you think about that. There is a memorial site now in Dover. Relatives of those who lost their lives come every year to remember that "dark and dful" night, and leave with what little comfort they can find. US Envoy to Visit Beijing, Moscow for Talks on North Korean Nuclear Program希尔下周访中俄磋商北韩核问题 The chief U.S. envoy to the six-party talks on North Korea's nuclear program, Christopher Hill, visits Beijing and Moscow next week to consult on efforts to move the stalled disarmament process forward. Officials say the assistant secretary of State may meet his North Korean counterpart in the Chinese capital. Hill's mission to China and Russia, following his Washington meeting earlier this week with South Korean and Japanese envoys, reflects a quickening pace in the nuclear talks. The six-party deal reached early last year - under which North Korea is to give up its nuclear program in return for aid and diplomatic benefits - has been stalled by Pyongyang's failure thus far to produce a declaration of its nuclear holdings and activities. However, in what is seen here a show of good faith, North Korea earlier this month turned over to the ed States thousands of papers documenting plutonium production at its now-shuttered Yongbyon reactor complex. The North Korean declaration, which Hill indicated this week may be imminent, would open the way to implementation of the final phase of the accord - leading to normalized relations between North Korea and the ed States and Japan, and new regional security arrangements. State Department deputy spokesman, Tom Casey, said Hill, at this point, has only meetings with his Chinese and Russian counterparts scheduled in Beijing and Moscow. But Hill has also met frequently in the Chinese capital with North Korean envoy Kim Kye-Gwan and Casey made clear he is y to do so again: In terms of whether he's meeting with Kim Kye-Gwan or not, the usual rules apply," said Casey. "Nothing is scheduled. But the North Koreans know he's traveling. And if they see an interest or have a desire to do so, I'm sure they'll arrange something." A senior official here told VOA U.S. experts are continuing to examine the more than 18,000 papers submitted by North Korea, and that so far there is nothing to suggest that they are not authentic. The papers, some of them handwritten logs, document plutonium production at the Yongbyon reactor for a five-year period ending in 2007, when the facility was shut down in the first phase of the nuclear deal. The official said the logs will be critical in determining the validity of the pending declaration, including North Korea's accounting of how much fissionable material was produced at Yongbyon. In addition to declaring its plutonium stockpile, and the number of weapons produced, North Korea is also to account for the uranium enrichment project U.S. officials believe it conducted, and any proliferation activity it engaged in. U.S. officials believe North Korea was helping the Damascus government build a nuclear facility in northern Syria that was destroyed in an Israeli air strike in September of last year. 200805/39932。
