Servants—in their own words仆人的自述WINSTON CHURCHILLS valet always said the great man could not dress himself: “He sat there like a dummy and you dressed him.” Whether anyone ironed the wartime prime ministers shoe laces, washed his loose change or made sure the yolks in his boiled eggs were centred, Lucy Lethbridge does not say. But as she shows in this absorbing history, much of it in the words of servants, such things were the rule in some houses.WINSTON CHURCHILL的男仆总是说,该伟大的男人无法自己更衣:“他笨拙地坐在那里,让你给他穿衣。” This is the extreme end of Ms Lethbridges survey—a vivid sweep from ducal palace to suburban villa, from lordly butler to Barnardos orphan, from decaying gentry and aspiring middles to the foreign nannies and cleaners of today. Her subject is many-branched and full of pressing issues, not least, the status of housework itself. All the same, there is a peculiar fascination about the old order, with its skivvies and tweenies and gentlemens gentlemen. This is where the class system most resembled a theatre of the absurd, where maids became invisible by turning their faces to the wall as their master walked by. Virginia Woolf captures the ethos brilliantly in “Mrs Dalloway”, where a society lunch is apparently magicked into existence. Tables self-sp with glass and silver, food self-cooks and is served, not by working women, but by handmaidens, “adepts in a mystery”.Ms Lethbridge向我们展现了截然不同的生活场景—从公爵官邸里忙碌的大扫除到僻静的郊区住宅,从贵族男管家到Barnardo的孤儿,从衰落的贵族、兴起的中产阶级到外国保姆,如今的清洁工。 Ms Lethbridge is good on the mystifications that enveloped both employers and employed. Most servants were drudges or “slaveys”. It was estimated that a maid carried three tonnes of hot water up and down stairs each week. And they were expected to be grateful for a place in a home rather than a factory (often they were). A home, so the myth went, was a haven of moral purity and order. Even its furniture was sanctified. According to one advice book, a maid should keep a place in her heart for it, next only to family. No amount of digging with chapped fingers into greasy saucepans could shake the employers sense of conferring a privilege. Nor could anything modernise them. American innovations, such as rubber gloves, detergents and vacuum cleaners, took decades to arrive in Britain. True cachet lay in the old and customary. There is a wonderful story of footmen having to remove for cleaning all the electric lamps each morning, as if they were oil lamps. As for Lloyd Georges 1911 bill to bring in compulsory insurance and unemployment benefits for servants, there was uproar; the delicate balance between employer and servant would be destroyed, it was said. Victorian and early-20th-century domestics were the largest single group of workers in Britain after agricultural labourers. Yet histories of the working class have neglected them. Scorned by their peers as flunkeys, they felt constrained by their position from doing much more than sing rudely over the washing-up. In telling their story so fully and humanely, Ms Lethbridge manages to suggest what the words to that song might have been.

Two Republicans brawl over the right to take on Michelle Nunn两名共和党人争夺与米歇尔·纳恩女士竞争的机会RUNNING for office inGeorgiacan be hard on the waistline. At nearly every campaign stop a candidate must sample the local culinary delights, which rarely consist of salad. David Perdue and Jack Kingston, two Republicans tussling for a ed States Senate seat, look surprisingly trim despite tucking into turkey and gravy, ice cream, fried fish, bacon-filled biscuits and more besides. The battle has been long, hard and close; perhaps the sheer effort of fighting it has kept them in shape. Originally there were seven Republicans jostling for the nomination to replace Saxby Chambliss, who is retiring. After a first round of voting, only Mr Perdue and Mr Kingston are left; the run-off is on July 22nd. On policy, there is not much to choose between them. Both are social conservatives. Both revile Obamacare and federal spending; both revere growth and fiscal reform. Their pitches to primary voters therefore stress their personalities, their achievements and the other chaps flaws. Mr Perdue is an ex-boss of Reebok, a maker of sports kit, and Dollar General, a discount store. He has never held elected office before. Mr Kingston is a career politician, having served in Congress since 1993. Mr Perdue portrays himself as something fresh and his rival as a cobwebbed incumbent. “If you like what is going on inWashington, then vote for my opponent,” he tells crowds. That opponent paints himself as a faithful public servant, dedicated to his district in Savannah. Mr Kingston chides his multimillionaire adversary for being “out of touch”. In a televised debate on July 13th he sneered: “You live inside a gate inside a gated community with a gate on your house. I think being a public servant is being public and knowing how to serve.” Mr Perdue refuses to apologise for his wealth and success. When Mr Kingston boasted of his role in a public project to deepen the port of Savannah, he shot back that the congressman had taken “17 years to deepen this port five feet” and scoffed: “In the real world you would have been fired for that and here you want a promotion.” Nonetheless, the polls favour Mr Kingston. Despite Mr Perdues pedigree, the Chamber of Commerce backs the congressman. Its political director, Rob Engstrom, says Mr Kingstons past efforts to slash spending and create jobs explain why. He adds that the congressman has never voted for a tax increase. The owner of Redneck Gourmet, an eatery in Newnan, has played host to both candidates, but is unconvinced by either: “As a small-business owner I look out for the things that are going to help me,” he says. A customer, Melinda Mansour, reckons that Mr Perdues inexperience “is the best thing hes got going for him.” But he is not exactly an outsider: his cousin, Sonny Perdue, wasGeorgias previous governor. Mr Kingston has run a bare-knuckle campaign, accusing his opponent of destroying jobs, scrounging federal dollars and favouring tax hikes, and generally trying to make the Perdue family sound like the Georgia Borgias. Factcheck.org, a watchdog, criticises oneKingstonad for making “multiple misleading claims” about Mr Perdues time as boss of Pillowtex, a textiles firm that went bust in 2003. A voter inWoodstocksays she abandoned Mr Kingston because of his “nasty” campaign ads. The congressman has a scandal of his own: a donation of ,000, linked to a Palestinian felon facing deportation. Phyllis Maybern, from Cartersville, says she wont vote for him because of it. Mr Perdue, meanwhile, faces difficult questions about his time at the Georgia Ports Authority. A trucking company he bought two years ago with his well-known cousin won contracts atSavannahs port while Mr Perdue served on the Ports Authoritys board. Moreover, he was appointed to the post, by Governor Perdue. The winner of the primary run-off will face Michelle Nunn, a community organiser and the daughter of Sam Nunn, a former Democratic senator who is still popular inGeorgia. The more her Republican foes batter each other, the weaker they will be in the general election, she hopes. The race is one of the Democrats few hopes of picking up a Republican-held Senate seat this year. Mr Kingston is the only candidate who could beat Ms Nunn, reckons Steve Anthony of Georgia State University, and the likelier to get a shot at doing so. /201407/314290重庆市第九人民医院是公立还是私立 Leaders社论The new world order国际新秩序The post-Soviet world order was far from perfect, but Vladimir Putins idea for replacing it is much worse后苏联时代世界秩序远不够完美,普京构建新秩序的想法却更糟“IN PEOPLES hearts and minds,” Vladimir Putin told Russias parliament this week, “Crimea has always been an inseparable part of Russia.” He annexed the peninsula with dazzling speed and efficiency, backed by a crushing majority in a referendum. He calls it a victory for order and legitimacy and a blow against Western meddling. The reality is that Mr Putin is a force for instability and strife. The founding act of his new order was to redraw a frontier using arguments that could be deployed to inflame territorial disputes in dozens of places around the world. Even if most Crimeans do want to joinRussia, the referendum was a farce. Russias recent conduct is often framed narrowly as the start of a new cold war withAmerica. In fact it poses a broader threat to countries everywhere because Mr Putin has driven a tank over the existing world order. The embrace of the motherland拥抱祖国Foreign policy follows cycles. The Soviet collapse ushered in a decade of unchallenged supremacy for theed Statesand the aggressive assertion of American values. But, puffed up by the hubris of George Bush, this “unipolar world” choked in the dust ofIraq. Since then Barack Obama has tried to fashion a more collaborative approach, built on a belief that America can make common cause with other countries to confront shared problems and isolate wrongdoers. This has failed miserably in Syria but shown some signs of working with Iran. Even in its gentler form, it is American clout that keeps sea lanes open, borders respected and international law broadly observed. To that extent, the post-Soviet order has meaning. Mr Putin is now destroying that. He dresses up his takeover of Crimea in the garb of international law, arguing for instance that the ousting of the government in Kiev means he is no longer bound by a treaty guaranteeing Ukraines borders that Russiasigned in 1994, when Ukraine gave up nuclear weapons. But international law depends on governments inheriting the rights and duties of their predecessors. Similarly, he has invoked the principle that he must protect his “compatriots” meaning anybody he chooses to define as Russian—wherever they are. Against all evidence, he has denied that the unbadged troops who took control of Crimea were Russian. That combination of protection and subterfuge is a formula for intervention in any country with a minority, not just a Russian one. Brandishing fabricated accounts of Ukrainian fascists threatening Crimea, he has defied the principle that intervention abroad should be a last resort in the face of genuine suffering. He cites NATOs bombing of Kosovo in 1999 as a precedent, but that came after terrible violence and exhaustive efforts at the UN—whichRussiablocked. Even then Kosovo was not, like Crimea, immediately annexed, but seceded nine years later. Mr Putins new order, in short, is built on revanchism, a reckless disdain for the truth and the twisting of the law to mean whatever suits those in power. That makes it no order at all. Sadly, too few people understand this. Plenty of countries resent American primacy and Western moralising. But they would find Mr Putins new order far worse. Small countries thrive in an open system of rules, albeit imperfect ones. If might is right, they have much to fear, especially if they must contend with an aggressive regional power. Larger countries, especially the new giants of the emerging world, face less threat of bullying, but an anarchic, mistrustful world would harm them all the same. If international agreements are robbed of their meaning, India could more easily be sucked into a clash of arms with Chinaover Arunachal Pradesh or Ladakh with Pakistan. If unilateral secession is acceptable, Turkeywill find it harder to persuade its Kurds that their future lies in making peace. Egypt andSaudi Arabia wantIrans regional ambitions to be tamped down, not fed by the principle that it can intervene to help Shia Muslims across theMiddle East. Even Chinashould pause. Tactically,Crimeaties it in knots. The precedent of secession is anathema, because of Tibet; the principle of unification is sacrosanct, because ofTaiwan. Strategically, though,Chinas interests are clear. For decades, it has sought to rise peacefully within the system, avoiding the competition that an upstart Germany launched against Britain in the 19th century and which ended in war. But peace is elusive in Mr Putins world, because anything can become a pretext for action, and any perceived aggression demands a riposte. Act now or pay later要么现在展开行动,要么以后付出代价For Mr Obama, this is a defining moment: he must lead, not just co-operate. But Crimeashould also matter to the rest of the world. Given what is at stake, the response has so far been weak and fragmented.ChinaandIndiahave more or less stood aside. The West has imposed visa sanctions and frozen a few Russians assets. The targets call this a badge of honour. At the very least, the measures must start to exceed expectations. Asset freezes can be powerful, because, as the Iransanctions showed, international finance ds being caught up in Americas regulatory machinery. Mr Putins kleptocratic friends would yelp if Britainmade Londonunwelcome to Russian money linked to the regime. France should withhold its arms sales toRussia; and, in case eastern Ukraine is next,Germany must be prepared to embargo Russian oil and gas. Planning should start right now to lessenEuropes dependence on Russian energy and to strengthen NATO. Ukraineneeds short-term money, to stave off collapse, and longer-term reforms, with the help of the IMF, backed by as much outside advice as the country will stomach. As a first step,America must immediately pay its dues to the fund, which have been blocked by Congress for months. Even if the West is prepared to take serious measures against Mr Putin, the worlds rising powers may not be inclined to condemn him. But instead of acquiescing in his illegal annexation of Crimea, they should reflect on what kind of a world order they want to live under. Would they prefer one in which states by and large respect international agreements and borders? Or one in which words are bent, borders ignored and agreements broken at will?
