Is climate change the cause of extreme weather events? Until now the link has been suspected but never confirmed with scientific confidence. That position is now changing. A new study from the US confirms that for some extreme events there is a causal connection. This link between climate science and immediate weather conditions can only strengthen the case of those arguing for policy change. The impact of a damaging heatwave in terms of deaths, sickness and other social and economic costs is much more likely to rouse public opinion than the distant prospect of what might to some sound like a modest increase in the global mean temperature. All politics are local, and they are also immediate. The discount rate applied to future possibilities is very high: what could happen to a future generation decades matters much less than what is happening to me here and now. It brings climate to the foreground and diminishes the argument of those who say that since we don’t know everything we should do nothing and wait until we see how things turn out. If the impact is immediate and people are dying as a result, the call for action will be loud. One of the most dangerous illusions in the debate around the implications of climate change is the notion that the impact will only be material when the carbon concentration in the atmosphere exceeds some defined limit — usually ed as 450ppm. At that point global mean temperatures will rise by an average of 2 degrees centigrade and the problems will begin. I do appreciate that the science is much more complicated but I think this is how the challenge is seen by many non-expert policy makers and politicians. That view is mistaken. It implies an accuracy in the knowledge of the relationship between carbon concentration and the effect on temperatures that doesn’t yet exist — not least because, as Martin Rees, the former President of the Royal Society puts it, we are conducting an experiment with the earth’s atmosphere which has never been tried before. We don’t know with any degree of certainty that 450ppm will produce an average rise of 2 degrees and we don’t know what the variations around that average figure might be across the world. The case for action is driven by the precautionary principle. But there is another known unknown and that is the extent and nature of the impact in the shorter term — before we get to 450ppm. A new and important study from the National Academy of Sciences in the US focuses on the impact of climate change and weather conditions and explores the vexed question of event attribution. Can we say that a heatwave in Paris — as occurred in the summer of 2003 killing some 3,000 people, and again last year, killing another 700 or floods on the Somerset levels in southwest England as in the winter of 2013/14 are the direct consequence of climate change? Did the wildfires that swept western Russia in the summer of 2010 killing some 56,000 people, according to the independent estimate of the insurance company result from global warming? Until now, the careful scientific answer has been that there may be a linkage but it cannot be proved. Now, however, the science of event attribution is changing that position. It is beginning to be possible to say that some weather events are directly linked and attributable to climate change. Events such as heatwaves fall within that category. For the moment, cyclones do not and nor do droughts because too many other factors are involved. In the view of the authors of the NAS study, to justify attribution requires: 在上述NAS研究报告的作者们看来,明极端天气事件归因需要满足以下几个标准: - a long-term historical track record of data to set the context of any current event -长期的数据跟踪历史记录,为当前所有天气事件建立背景 - the ability to simulate the events accurately in climate models. - a position purely influenced by meterological data. - that there is an understood and robustly simulated physical mechanism that relates a given class of extreme events to long-term anthropogenic climate changes such as global-scale temperature increase or increases in water content of a warmer atmosphere. For heatwaves these standards can be met. In areas where the standards cannot yet be met more work needs to be done — separating out the different factors involved in producing particular circumstances and showing what if any proportion of the outcome is due to climate change. This is an important advance. We may not yet be at the point of being able to predict the frequency of extreme weather events — that is, we cannot say that there is likely to be a heatwave in Paris at least once every five years but we are close to being able to say that heatwaves are much more frequent than they have been in the past and that the change in frequency is due to a change in the climate. As this linkage becomes more obvious the public demand for action will grow more intense and that in turn will raise a serious political problem. Even politicians who fully accept the risks of climate change cannot change the weather because heatwaves and other current extreme weather conditions are being caused by the change that has aly occurred. Cutting carbon emissions to zero immediately — even if that were practical — would not alter the situation although it could, of course, prevent further deterioration. Equally, countries cannot not isolate themselves. The weather does not recognise political boundaries. In such circumstances the only viable response is adaptation and the development of provision to cope with the increased risks. The approach is sensible but it can be expensive. Taking precautions against the risks of a heatwave is not a simple process. In politics, if a risk cannot easily be removed or managed the temptation is to look for someone to blame. In legal terms this will be translated into the concept of liabilities. If you are a shareholder in an energy business you might like to ask your company’s view of the issue. It would be fascinating to their responses. NEW DELHI — Traffic was flowing smoothly Monday morning on Outer Ring Road in South Delhi, usually jammed at that hour by subway construction and cars. An upscale market was dotted with free parking spaces. Monkeys ambled down one street in the colonial heart of the capital, easily dodging the few cars. It was the fourth day of traffic restrictions imposed by the government of the metropolitan Delhi region, part of a series of measures meant to reduce pollution. The two-week experiment, which began on Friday, has been derided in many quarters of Delhi, where having a car and driver is a status symbol, and rush hour is usually a clamor of horn blowing, triple parking and bumper-to-bumper traffic. Under the policy, private cars are allowed on the streets on alternate days depending on their final license plate numbers, with Sundays exempt. It calls for penalties of around for scofflaws, and its success is to be gauged by daily pollution measurements. In 2014, a World Health Organization study ranked New Delhi’s air quality the worst of nearly 1,600 cities surveyed. In a release issued last week, the Delhi government said that the traffic police and the divisional commissioner would deploy teams to 120 traffic points and that the Transport Department would check for overcharging and “misbehavior” by auto rickshaw drivers. More than 1,200 drivers were caught violating the policy on Monday, according to the Press Trust of India, a news agency. Skeptics questioned how the measure would be enforced. The Delhi regional government is run by the Aam Aadmi Party, and the police come under the federal government and its Bharatiya Janata Party. Arvind Kejriwal, the Delhi chief minister, has long clashed with the Delhi police. But perhaps the most entrenched barrier is a Delhi elite used to having drivers standing by at all times. Some of those citizens, members of the capital’s upper classes, are up in arms about the change. Promila Bij, 57, a South Delhi resident, swept into a taxi on Monday morning — the third she had called after two other companies said they had no cars. She arrived at work in West Delhi more than an hour late, she said later in a telephone interview, while her three cars and two drivers were sitting idle at home: All three have license plates ending in odd numbers, which were barred from the road on Monday. When she reached her office, where she works for a nongovernmental organization, she canceled meetings that regularly take her to the satellite city of Gurgaon and to central Delhi. “I cannot come because I don’t have my driver or car,” she said. “If you want to call me snooty, all right, I am, because that is my lifestyle and that’s how I work.”“我来不了,因为没车没司机,”她说。 “You can’t say, ‘Change your lifestyle’ at the snap of a finger,” she added.“你不能打个响指就说,‘改变你的生活方式,’”她说。To accommodate the carless, the government said it would provide 3,000 extra buses. It took out newspaper advertisements, and the chief minister delivered a folksy radio spot on the measure. “We are truly overwhelmed by the response we have received so far,” Mr. Kejriwal told reporters outside his home on Friday. “Delhi will show the way to the rest of the country.”“我们真的被迄今为止收到的反馈淹没了,”凯杰里沃周五在自家房子外面对记者表示。 But it is not clear that Delhi’s experiment will actually reduce pollution, especially as the rules are riddled with exemptions. Women are allowed to drive any car any time of day, seen as a nod to safety in a city where women face dangers on public transit. Two-wheelers — motorcycles and scooters, which experts say made up the majority of the nearly nine million vehicles on the road as of March in Delhi — are also exempt. Cars using compressed natural gas, and those belonging to senior government officials and judges, can be on the roads any day as well. Even as the government declared that the policy resulted in lower levels of particulate matter in the air on Friday compared with the same day last year, environmental experts cautioned that the effect would be limited. At noon on Monday, the air quality index measured by the ed States Embassy reached 445, well into the “hazardous” level. Some Delhi residents approved of the move. Amit Bhandari, a graphic designer, waited patiently for the Metro in a South Delhi station. He began taking the Metro last week, in anticipation of the traffic changes, and said he thought that they should continue. “We Delhi-ites are into showoff,” he said. “Bigger cars mean you are in a more elite class. That culture needs to go.”“我们德里人喜欢炫耀,”他说。

After receiving several complaints from loyal customers, the owner of an upscale Italian restaurant in Mooresville, North Carolina, has taken the controversial decision to ban children under the age of five. And, despite facing some backlash on social media, he claims that business has grown significantly. Caruso’s describes itself as a “traditional, classy, intimate” restaurant but young children crying, screaming or playing on iPads at full volume and disturbing the other diners apparently didn’t fit in too well in that picture. So the owner, Pasquale Caruso, adopted a “no child under five” policy in January 2017, to ensure that his upscale eatery lives up to its reputation. “I had several customers complain, get up and leave because children were bothering them, and the parents were doing nothing,” Caruso told the Mooresville Gazette. “It started to feel like it wasn’t Caruso’s anymore, that it was a local pizzeria instead.”“因为熊孩子打扰到了别人,但是父母又不管,所以我的一些客人就投诉或起身走人。” Caruso added that he didn’t like taking this kind of decision, but in the end, he had to do what was best for his business. ‘I try to please everyone, and create a nice atmosphere, keeping the restaurant elegant. I want it to be a place where couples and friends can have a nice evening out,” he said. “I was starting to lose money and customers, because I had very young children coming in, throwing food, running around and screaming.” Yoshi Nunez, the restaurant’s manager, told the Washington Post that the final straw was a little girl using an iPad with the volume on high. Despite repeated requests from the staff, her parents refused to turn down the device, so they had to ask them to leave. “They were upset, but they didn’t seem to care about what the other guests thought. We tried to be nice about the situation, but we’re here to take care of customers and we can’t tell a parent how to control their kids,” he said. So in January, Caruso’s made the decision to ban children under the age of five. Since then, people have been voicing their opinions on the restaurant’s unofficial Facebook page, with many labeling the policy as a form of discrimination. “How you are legally allowed to discriminate amazes me!” one person wrote. “Next you will be kicking out all the elderly because they take too long to eat. 道德沦丧!”“Now that you have banned small children, who is next: blacks, Jews, native people? Shame on you!” another Facebook user commented.“你们这次是不许小孩子进来,下次又不让谁进呢? But for every critical comment, there are several that congratulate Caruso’s for taking such a brave, albeit controversial decision. “Thank you for taking a stand,” several people wrote on its Facebook page. “I’m the parent of 5… don’t bring little ones to a nice restaurant and expect them to quietly sit still for an hour. They CAN’T DO IT,” one person posted.“我是一个五岁孩子的家长…… “When my husband and I go out to dine, we also do not want to hear children crying or misbehaving,” another said, adding that the limit should be upped to 10-year-old children.“我跟丈夫一起出去吃晚饭的时候,也不想听到有孩子大哭大闹,不想看到他们胡闹。” Pasquale Caruso claims that the online support for his controversial policy is reflected in the success of his business. The number of reservations has risen significantly since words got out about the restaurant’s no-child rule, and the number of patrons has gone from 50 a day, to around 80. “People don’t want to come in and spend money on a nice meal and an evening out, when there’s constantly food on the floor, loud electronic devices keeping kids entertained, and small children screaming. It was just the right decision for my business,” Caruso concluded.“如果地上都是食物残渣,孩子们为了开心又把电子设备的音量调到很高,小孩子大叫大闹,人们就不会想进来花钱吃一顿精致的晚餐,不会想来这里约会。 According to Eater, Caruso’s isn’t the first restaurant to adopt a no-child policy. Restaurants in Texas, Pennsylvania, California and countries like Italy, Australia or Korea have also banned young children or implemented measures for their control.

German foreign minister Frank-Walter Steinmeier said that diplomats were trying to see if there was a way to restart negotiations or if the situation had become “hopeless”.“我们不得不诚实,美俄谈判已经达到极限,”法国外长让-马克#8226;埃罗(Jean-Marc Ayrault)表示。 The ministers were speaking after a meeting in New York of the governments involved in the Syrian conflict, which took place on the margins of the UN General Assembly and which Mr Ayrault said had been “dramatic”. The US state department said the meeting agreed “there was still an imperative to pursue a nationwide cessation of hostilities” and that ministers would meet again later this week. The flurry of diplomatic activity in New York came as furious UN officials warned that Monday night’s air strike near Aleppo, in which 18 of 31 trucks in the aid convoy were destroyed, could be a war crime. “If this callous attack is found to be a deliberate targeting of humanitarians, it would amount to a war crime,” said Stephen O’Brien, UN aid chief. Two other aid agencies also suspended operations.“如果此次残酷无情的攻击被发现蓄意针对人道主义行动,那将构成一种战争罪行,”联合国救援负责人斯蒂芬#8226;奥布莱恩(Stephen O’Brien)表示。 US officials and opposition activists blamed the attack on warplanes belonging to either Syria or Russia, which has intervened militarily on President Bashar al-Assad’s behalf. But Moscow and the Syrian government denied responsibility and hinted that local rebels were to blame. Igor Konashenkov, spokesman for the Russian defence ministry, said of the convoy showed no evidence of missile strikes, suggesting it could have been a fire, according to a statement reported on Tass, the Russian state news agency. He said Russia and the Assad regime stopped following the convoy after it left regime territory. “All information about the convoy’s whereabouts was known only to the militants who control these areas.”
